Who is sending C-ITS?

Only vehicles with ITS-G5 (WLANp / 802.11p, 5.9 GHz) broadcast CAM/DENM messages via direct radio and can therefore be picked up by RSUs and receiver stations. The cellular-based hazard warning systems of other manufacturers (Mercedes, BMW, Ford, Volvo, Audi) run through manufacturer clouds and do not appear on direct radio.
Vehicles with ITS-G5 (Europe)
Volkswagen
By far the largest ITS-G5 fleet: more than 2 million vehicles produced with Car2X for Europe (as of Oct 2025); the ADAC now even cites more than 2.3 million. Initially standard equipment, but since 2024/2025 only optional in most model lines — currently standard only in the ID.7. Car2X can be switched off in the vehicle, and messages are sent using changing pseudonyms.
Golf 8 (since late 2019, standard from market launch — the first mass-produced ITS-G5 vehicle ever; optional since facelift 8.5)

For distinction — some of these systems are also marketed as “Car-to-X”, but they use vehicle-to-cloud-to-vehicle communication over cellular networks:

BMW: “Local Hazard Warning”, cloud-based (HERE), fleet-wide since about 2020
Ford: “Local Hazard Information”, standard in all EU models with the 4th-generation modem (since 09/2019); latency 20–60 s
Volvo: “Connected Safety” (hazard-light and slippery-road warnings), standard from model year 2020, 4G
According to the 2023 ADAC manufacturer survey, no Car2X offering at all: Renault, Dacia, Stellantis, Hyundai, Kia, Toyota (Europe), Nissan, Mazda, Mitsubishi, Suzuki, Subaru, Polestar, Aiways, Ora
Outside Europe
USA (DSRC/WAVE, 5.9 GHz)
Cadillac CTS: V2V via DSRC, standard in model years 2017–2019 (US/Canada only), discontinued with the end of CTS production. In 2020, the FCC reallocated the upper 5.9
GHz band — DSRC is effectively dead in the USA, and the transition is moving towards C-V2X.
Japan (ITS Connect, 760 MHz)
Toyota “ITS Connect”: optional since 2015 in the Crown and Prius, later in further Toyota/Lexus models; uses its own 760
MHz band (V2V + V2I with traffic lights), Japan only, incompatible with ITS-G5.
China (C-V2X / LTE-V2X)
State-driven rollout based on C-V2X (direct mode PC5, also 5.9
GHz, but incompatible with ITS-G5). First production vehicle: Buick GL8 Avenir (SAIC-GM, from late 2020); since then numerous models by Chinese manufacturers with factory-fitted C-V2X, including the Hongqi E-HS9.

Signatures and pseudonyms
C-ITS packets are transmitted unencrypted, but they can be cryptographically signed. Vehicles protect privacy by sending with changing pseudonyms instead of fixed identifiers.
In practice
Any vehicle you receive via direct radio around here is almost certainly a VW (or a Cupra Born with the Tech Pack) — plus special-purpose and commercial vehicles from the C-ITS projects (scheduled buses, safety trailers, emergency vehicles).
